The Italian Council of Ministers approved a legislative decree tabled by Minister of Economy and Finance Giancarlo Giorgetti on December 19 aimed at reorganizing the country’s gambling sector, with a primary focus on online gambling. This decision, following the guidelines of Article 15 of law 9 August 2023, n. 111, is set to bring about a comprehensive transformation in the gaming regulatory landscape in Italy.

Under the new framework, the Customs and Monopolies Agency (Agenzia delle dogane e dei monopoli) will oversee the operation and collection of public games, allowing concession holders to conduct these activities. The maximum concession duration is set at nine years, with specific obligations and penalties outlined for concessionaires. Notably, the text emphasizes traceability of financial flows, a one-time fee of €7 million for each concession, and an annual fee equivalent to 3% of the concessionaire’s net margin.

The decree proposes that operators would invest 0.2% of net income, up to a maximum of €1 million per year for information campaigns or initiative relating to responsible gaming.

The Agenzia delle dogane e dei monopoli , along with the Guardia di Finanza, will publish lists of legal and illegal remote gaming sites. Breaches by operators may result in significant administrative fines ranging from €30,000 to €180,000, reinforcing the commitment to a regulated and responsible online gambling environment.
