Cost of gambling licenses in Belgium – 2024

The Council of Ministers has approved a draft royal decree allocating license fees for gambling permits from Class A (€22,085) to G2 (€123).  

The license fees for 2024 have been published by the Gambling Commission (GC). The specified amounts will be paid by operators to the GC to cover operating, staff and establishment costs, with the amount varying according to the license holder’s class of authorization.

The license fees were presented in a royal decree approved by the Council of Ministers headed by Justice Minister Paul Van Tigchelt. At present, the royal decree has not been published, which means that the GC secretariat has not yet sent out payment notices to license holders.

The notices are expected to be sent out to operators once the decree is published.

How license fees are distributed in Belgium

The fees that license holders will have to pay in 2024 range from €22,085/$24,193 to €123/$135. Class A and G1 operators are expected to pay the highest amount and G2 permit holders the lowest. The license classes in Belgium are arranged alphabetically regardless of the amount paid: A, A+, B, B+, C, D, D, E, F1, F1+, G1 and G2.

Class A licenses relate to land-based casinos, B to slot machines, E to vendors, F to wagering and G to media games. Class C and D licenses relate to café and staff licenses respectively. There is no set fee price for D-class licenses.

In addition to being the issuing authority for gambling licenses, the GC also monitors trends in the sector in Belgium by producing reports on player behavior. The September 2023 report denotes that in a survey group of 1,000 people aged between 18 and 30, 62% gambled once a month or less frequently, while 13% gambled daily. The study also found that only 36% of participants could tell the difference between legal and illegal gambling sites.
